Chief Delivery Officer/Head of Delivery PMO & World-Class Delivery Excellence
Location: Dhaka Reports to: CEO Role Type: Leadership
Role Purpose
Accountable for establishing and running a world-class Project Management Office (PMO) and ensuring predictable, high-quality delivery across all client engagements and internal platforms. This role will transform technology IT Company into a disciplined, scalable, metrics-driven delivery organization by institutionalizing end-to-end delivery governance, portfolio execution, capacity planning, quality management, and delivery talent development.
Core Mission
Strategic Mandate
1) PMO Establishment & Institutionalization (Top Priority)
Build a PMO that operates as the central engine of delivery excellence, enabling consistent execution across global and local portfolios through standardization, governance, and transparency.
2) Predictable World-Class Project Delivery
Deliver outcomes on-time, on-budget, and on-quality through mature delivery practices, strong QA, and disciplined execution management.
3) Capacity & Capability Building
Create a measurable, repeatable model to build team capacity, elevate delivery maturity, and reduce dependency on individuals.
Key Responsibilities
A. PMO Setup, Governance & Operating Model
· Establish the PMO (or evolve the existing PMO) into an enterprise-grade function with clear mandate, authority, and operating rhythm.
· Define the PMO structure (Portfolio/Program/Project layers) and set up role clarity across PMs, PgMs, Delivery Managers, Scrum Masters, BA leads, QA leads, Architects, Finance partners.
· Create governance forums and cadences: Steering Committees, Portfolio Reviews, Weekly Delivery Reviews, RAID reviews, Change Control Boards.
· Ensure PMO becomes the single delivery truth for all projects: scope, schedule, cost, quality, risks, dependencies, and status.
B. Delivery Methodology, Standards & Playbooks
· Define and institutionalize delivery frameworks for: Agile, Hybrid, Waterfall—based on project type and client needs.
· Standardize all PMO artifacts and templates, including (minimum):
o Project Charter, Scope Statement, WBS/Plan, RACI, Communication Plan
o RAID logs, Change Requests, Decision Logs, Dependency Maps
o Quality Plan, Test Strategy, Acceptance Criteria, Go-Live Readiness Checklist
o Status Reports, Executive Dashboards, Lessons Learned, Closure Reports
· Implement clear stage gates: Initiation → Discovery → Planning → Build → UAT → Go-Live → Hypercare → Closure.
C. Portfolio, Program & Project Execution Excellence
· Own delivery performance across the full portfolio—ensuring alignment to strategy and delivery capacity.
· Implement portfolio prioritization mechanisms and enforce “stop/start/continue” decisions when needed.
· Ensure delivery plans are realistic, commitments are controlled, and escalations are handled early.
D. Resource & Capacity Planning (PMO-Controlled)
· Build end-to-end resource management and capacity planning capability inside the PMO:
o Demand forecasting (skills, timing, location, seniority)
o Supply visibility (bench, allocations, utilization, constraints)
o Scenario planning and staffing optimization
· Align staffing with delivery priorities and protect delivery margins by preventing overcommitment and unmanaged context switching.
E. Financial Control & Delivery Margin Protection
· Implement PMO-led financial governance: estimation standards, budgeting, burn tracking, variance analysis, and forecasting.
· Ensure project profitability is visible and protected via scope control, change management, and disciplined delivery planning.
F. Risk, Issue, Dependency & Change Control
· Institutionalize strong RAID management and dependency tracking across programs.
· Implement Change Control discipline (scope, timeline, cost) and ensure proper approvals and documentation.
· Introduce early-warning indicators and escalation paths to reduce surprises and delivery failures.
G. Quality Management & Delivery Assurance
· Establish delivery quality standards and acceptance mechanisms across engineering and QA.
· Implement Delivery Assurance (internal audits/health checks) across critical programs.
· Reduce rework through stronger upstream discovery, requirements quality, and architecture alignment.
H. Tools, Dashboards & Delivery Intelligence
· Select and enforce a unified toolchain (e.g., Jira/Azure DevOps + Confluence/SharePoint + reporting).
· Build PMO dashboards for executives and teams covering: schedule health, cost health, scope change, risk profile, velocity, quality, client satisfaction, utilization.
· Enable data-driven delivery decisions and transparent reporting across the organization.
I. Delivery Talent Development & Team Capacity Building
· Build a structured PM/Delivery capability development program, including:
o Competency frameworks for PMs, PgMs, Delivery Managers, BA/QA leaders
o Training paths, certifications (PMP/Prince2/Agile/Scrum), coaching, mentoring
o Career ladders, performance metrics, and promotion readiness criteria
· Create a delivery leadership pipeline and succession plan to ensure scalability.
· Build a “PMO Academy” / internal training engine to continuously grow capacity.
J. Knowledge Management & Continuous Improvement
· Establish a PMO knowledge repository: reusable templates, project learnings, estimations library, delivery patterns.
· Run post-project reviews and institutionalize lessons learned into playbooks and standards.
· Drive maturity improvements using a Delivery Maturity Model with quarterly benchmarks.
K. Client & Pre-Sales Delivery Enablement
· Partner with Sales/Commercial to ensure proposals are delivery-realistic and properly planned.
· Strengthen delivery credibility in pre-sales by showcasing PMO rigor, governance model, and execution confidence.
Success Metrics (Outcomes)
· PMO established and operational with full governance rhythm and standardized delivery artifacts across all major engagements
· ≥95% delivery predictability (on-time / on-scope / on-quality) for managed portfolio
· Reduction in delivery escalations and rework quarter over quarter
· Portfolio visibility: real-time dashboards for cost, capacity, risk, schedule, and quality
· Capacity growth: measurable increase in PM/Delivery leadership capability (certifications, competency uplift, internal bench strength)
· Stronger margin protection via scope/change discipline and forecasting accuracy
· Improved client satisfaction and repeat business driven by delivery reliability
Required Experience & Profile
Essential
· 15+ years in technology delivery leadership with large programs/portfolios
· Demonstrated success building or transforming a PMO and institutionalizing governance
· Strong experience in portfolio/program/project delivery, capacity planning, and delivery assurance
· Excellent stakeholder management and executive reporting skills
· Proven ability to build teams, leaders, and delivery capability at scale
Preferred
· Experience with enterprise platforms (ERP-like systems), data platforms, or large-scale transformation
· Experience delivering for global enterprise clients and complex multi-stakeholder organizations
· Exposure to AI-enabled reporting/forecasting/automation is a plus
· Consulting/advisory backgr-ound is a strong plus
